Liz Holtzman's Thoughtful Case for Impeaching Bush:
Not Only Is It Justifiable; the Constitution Demands It


WHY? Holtzman makes a powerful and coherent case that impeaching
President Bush is not only warranted, but indispensible to defend
democracy in the face of glaring abuses of presidential power and avowed
failures to uphold the law. These include deceiving Congress and
Americans in taking the country to war in Iraq, directing an illegal
domestic wiretapping program and other surveillance of Americans,
permitting and condoning torture or cruel treatment of detainees,
indifference to human life in the case of Hurricane Katrina and in
ill-equipping U.S. soldiers and failing to plan for the occupation of
Iraq, and seeking to cover up war deceptions by leaking misleading
classified information which led to outing a CIA agent -- actions which
have disturbing parallels with offenses for which Nixon was impeached.
The Judiciary Committee which voted to impeach President Nixon was
painstaking and bi-partisan. It did careful, objective work in assessing
and applying constitutional and legal standards to Nixon's actions.
Although this was unfortunately not the case in the politically motivated
impeachment of President Clinton, Holtzman argues, all partisan sentiment
aside, that if Bush is judged by the same objective standards as Nixon
was, his record objectively meets the test for impeachment. Far from
being a partisan tactic, impeaching Nixon was a sober undertaking and an
expression of the shared value that "more important than any single
president was the survival of our democracy and our constitutional system
itself." Impeachment, Holtzman asserts, is the framer's remedy for
holding a president accountable for grave abuse of power, and not to
invoke it now would be a culpable failure to protect democracy and the
rule of law. Whether out of partisan sympathy or timidity we fail to
impeach a president as obviously committed to executive overreach as Bush
is, Holtzman warns that we -- Republicans and Democrats alike -- risk
undermining the constitution and compromising our future ability to hold
presidents accountable under the law.

Vermont senate resolution to impeach
S.R. 16:
Vermont’s state senators do support a resolution requiring the United States House Judiciary Committee to initiate impeachment proceedings against the president and the vice president of the United States.
WHEREAS, President George W. Bush and Vice President Richard Cheney have exercised the duties of their respective offices with respect to both domestic and foreign affairs in ways that raise serious questions of constitutionality, statutory legality and abuse of the public trust;
WHEREAS, the president’s conduct in his role as commander-in-chief leading our nation into the military conflict in Iraq and the vice president’s continual advocacy for American troops remaining in Iraq have cost the United States much of the good will that was extended in the wake of the September 11, 2001 terrorist attacks on the United States;
WHEREAS, the president and the vice president’s domestic leadership on issues relating to individual privacy and personal liberty under law has raised constitutional issues of the greatest concern to the nation’s citizenry;
NOW THEREFORE BE IT RESOLVED BY THE SENATE, that the Senate of the State of Vermont urges Vermont’s representatives in the United States House of Representatives to introduce, and Vermont’s United States senators to support, a resolution requiring the United States House Judiciary Committee to initiate impeachment proceedings against the President and the Vice President of the United States, and be it further resolved that the secretary of the Senate be directed to send a copy of this resolution to United States Represenative Peter Welch, United States Senator Patrick J. Leahy, and United States Senator Bernard Sanders.
